Hangzhou set up patrol system in 1996 and began the work of road patrol and police-calling reception, with a complete communication system composed of modern communication facilities and equipment. In January 9,1997, the 110 police network in the city began its formal operation after 2 months' pilot run, indicating the perfection of Hangzhou's patrol system. At present, Hangzhou is practicing a two-tier patrol system, with 688 policemen and 27 patrol vehicles equipped with loudspeakers and communication facilities as well as emergency aid equipment, ready to arrive at trouble sites in 5 to 7 minutes after the police-call.
To protect visitors and their properties and detect problems in time, full0time and part-time security guards have been deployed in major tourist attractions (spots) of the city. There is a special police garden detachment in charge of security, order and fire control of the West Lake spot.
On the basis of the 110 police network, Hangzhou set up the 110 joint social-work network in March 9. 1998, with the Hangzhou Tourist Administration joining the network on July 20 after application, thus further improving tourist security of Hangzhou. The 110 and 120 special service telephones have been very popular with city residents and the city is now having a 24-hour all-weather patrol.
The city government has made an investment of more than 6 million RMB in building the country's first satellite monitoring system for rivers and lakes and the water-borne emergency aid center on the Thousand Is land Lake, with all pleasure boats, attractions, and managing offices installed with wireless telephones and computer network connected to control centers. The concept of "no security, no tourism" has been accepted by Hangzhou's tourist industry. In recent years, all tourist units have paid attention to the tourist security, with tourist attractions equipped with complete security facilities, along with various security control systems and facility maintenance systems to keep them in good conditions. In addition to various alarming signs, notes, fire apparatus, lightning conductor, guardrail, fencing and other facilities, the Thousand-Island Lake has been equipped with a 800M clustered communication facility, to monitor boats on the lake for their safety.
